EOCO Reveals Why Dennis ‘Miracles’ Aboagye Was Arrested

The Economic and Organised Crime Office (EOCO) has explained the reasons behind the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, popularly known as “Miracles”, over alleged financial and procurement irregularities involving approximately GH¢55 million in public funds.

In a statement issued on Monday, July 13, 2026, EOCO said the arrest followed investigations arising from a forensic audit into the operations of the IMCCoD Secretariat covering the period between August 2022 and February 2025.

According to the anti-graft agency, the investigation was triggered after the current Executive Secretary of IMCCoD petitioned EOCO to examine the audit findings. The office said the forensic audit and subsequent investigations point to suspected cases of misappropriation, misapplication, diversion and theft of public funds during the period under review.

EOCO stated that Mr Aboagye, together with the Secretariat’s former accountant, Gerald Appiah, and other unnamed persons, are being investigated for alleged offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences and money laundering.

The office disclosed that although Mr Aboagye had previously cooperated with investigators and honoured invitations, fresh findings that emerged last week necessitated his arrest.

EOCO further revealed that it had placed Mr Aboagye on a Stop Order to prevent him from leaving the country while investigations continued. However, investigators later realised he had already travelled outside Ghana before the directive took effect.

According to the statement, officers of the Ghana Immigration Service intercepted Mr Aboagye upon his arrival at Kotoka International Airport on Saturday, July 11, 2026, and handed him over to EOCO the following day.

The agency added that Mr Aboagye subsequently accompanied investigators on a search operation on Sunday, July 12, with the exercise expected to continue as investigations progress.

On Gerald Appiah, EOCO disclosed that he has voluntarily begun refunding monies allegedly linked to the case. It stressed, however, that the refunds do not bring the investigations to an end or absolve any suspect of criminal liability.

EOCO said both Mr Aboagye and Mr Appiah would be granted bail in accordance with the Constitution and the laws of Ghana. While Mr Appiah was expected to satisfy his bail conditions on Monday, Mr Aboagye’s bail process is also underway.

The office reiterated its commitment to conducting the investigations professionally, fairly and within the confines of the law while respecting the constitutional rights of all persons involved.

Meanwhile, some members and supporters of the opposition New Patriotic Party (NPP) have gathered outside EOCO’s headquarters in Accra, demanding that Mr Aboagye’s lawyers be granted access to him and calling for his immediate release.
