We’re reforming ECG, not selling it – John Jinapor

As public worry about the future of the state-owned electricity distributor grows, John Jinapor, Minister for Energy and Green Transition, has once again denied rumors that the government plans to sell the Electricity Company of Ghana (ECG).

On Wednesday, July 16, 2025, during the Government Accountability Series, Mr. Jinapor explained that recent cabinet actions do not aim to sell control of ECG; rather, they aim to bring private sector engagement in certain elements of the company’s operations.

“To ensure that we increase revenue and improve efficiency, the cabinet has approved private sector participation in ECG’s distribution network,” the Minister said.

“Let me put it on record again that we are not selling ECG. What we are seeking to do is involve the private sector, particularly in the billing and collection segment.”

His remarks address worries expressed by civil society organizations and segments of the public that continued reforms would result in a backdoor privatization of the state utility.

The Minister gave Ghanaians the assurance that ECG will continue to be owned by the government and that any private involvement will only be used to enhance service quality and long-term viability.

In addition, Mr. Jinapor announced ongoing efforts to expand rural electrification. “So far, we have connected 63 communities, and we are launching a massive rural electrification project to achieve universal access to electricity by 2028,” he stated.

He urged entrepreneurs and local companies to seize the fresh chances in the industry.
