The Health Committee’s report on the Ghana Medical Trust Fund Bill, 2025, also known as the Mahama Cares initiative, has been blocked from being adopted by the minority in Parliament due to concerns about a lack of quorum for decision-making.
The Bill, which is being review under a certificate of urgency, aims to create a specific trust fund to finance specialized medical care for long-term illnesses like diabetes, cancer, stroke, and renal failure.
Following a discussion of the committee’s report during parliamentary procedures, First Deputy Minority Whip Habib Iddrisu pleaded with Second Deputy Speaker Andrew Asiamah Amoako to delay a vote on the report due to procedural issues.
In response, the Second Deputy Speaker deferred the decision to Tuesday, pending further consultation and confirmation of quorum.
Majority Leader Mahama Ayariga responded to the incident by saying that the Majority Caucus chose to negotiate rather than impose its numerical advantage because it shared the Minority’s concerns.
