The Ghana Revenue Authority (GRA) has officially announced the abolition of the Electronic Transfer Levy (E-Levy) following the President’s assent to the Electronic Transfer Levy Act, 2022 (Act 1075) and its amendment, Act 1089.

In a formal notice issued to all charging entities, the GRA confirmed that the 1% E-Levy is no longer applicable on electronic transactions, effective midnight on April 2, 2025. The directive instructs all financial institutions and payment platforms to immediately cease charging the levy and process refunds for any deductions made from this date onward.

Key Guidelines for Implementation

According to the GRA’s guidelines:
1. The Electronic Transfer Levy Management and Assurance System (ELMAS) will automatically return a “no charge” status on all transactions processed from April 2, 2025.
2. All charging entities must halt the application of the 1% levy across all platforms.
3. Institutions are required to refund any deductions made after April 2, 2025, and submit documentation of all processed refunds to the GRA.
4. Charging entities must ensure that all outstanding E-Levy collections made before April 2, 2025, are duly paid to the GRA.

The abolition of the E-Levy marks a major shift in Ghana’s financial policy, addressing concerns raised by businesses and individuals over the levy’s impact on digital transactions. The move is expected to encourage greater adoption of electronic payments and ease the financial burden on consumers.
