The Ghana Revenue Authority (GRA) has announced the postponement of the implementation of the Tariff Interpretation Order (TIO) No. 2025/004 linked to the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).
Originally scheduled to take effect from June 16, 2025, the directive would have seen an increase in the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on selected petroleum products.
The postponement follows a directive from the Minister of Finance, issued after consultations with key stakeholders in the energy and petroleum sectors.
In an official notice signed by Mr. Anthony Kwasi Sarpong, the Commissioner-General of the GRA, the Authority stated:
“This directive is issued to postpone the implementation date… A new effective date will be communicated in due course.”
Implications for Consumers and the Industry
The ESSDRL increment would have led to an increase in fuel prices across the country, affecting both transport operators and consumers. The postponement brings temporary relief to oil marketing companies, transport unions, and the general public.
The notice was distributed internally to all GRA customs departments and externally to agencies such as the National Petroleum Authority (NPA), the Association of Oil Marketing Companies (AOMCs), and the Ministry of Finance.
The GRA has assured the public that updates regarding the revised implementation date will be provided in due course.
