Former National Signals Bureau D-G Adu-Boahene allegedly laundered $7M state funds into multiple private accounts – A-G reveals

The former Director-General of the National Signals Bureau (NSB), Mr. Kwabena Adu Boahene, has been arrested in relation to a suspected $7 million money laundering case, according to Attorney-General and Justice Minister Mr. Dominic Akuritinga Ayine.

The former NSB director general is alleged to have been the driving force behind a contentious $7 million cyber defense system deal that he started and then transferred money into his personal bank account.

The disclosure came from Dr. Akuritinga Ayine, who described the case’s details at a news conference on Monday, March 24, 2025.

The arrest was connected to suspected financial fraud involving the transfer of public funds meant for the purchase of cybersecurity infrastructure, the A-G said.

Speaking to the media, Dr. Ayine clarified that the $7 million deal was intended to improve Ghana’s capacity to identify, stop, and react to cyberthreats, data breaches, and digital espionage.

Despite the project’s strategic significance to the state, the A-G pointed out that Mr. Adu Boahene diverted funds intended for the cyber defense system through unlawful financial activities.

“In his capacity as Director of the National Signals Bureau, Mr. Adu-Boahene on January 30, 2020, signed a contract on behalf of the Government of Ghana and the National Security on one hand and the Israeli company named RLC Holdings Limited, on the other hand.

The contract was for the $7 million acquisition of software for a cyber-defense system.

He then sent GH¢27,100,000 towards a private BNC account at UMB on February 6, 2020, from the National Signals Bureau account at Fidelity Bank.

The sum was for the payment of cyber defense system software, according to official documents on the transfer. “He moved the funds to his private business,” disclosed Dr. Akuritinga Ayine.
