The African Centre for Parliamentary Affairs (ACEPA) Executive Director Dr. Rasheed Draman has voiced concerns regarding the timing of Speaker Alban Bagbin’s announcement that four parliamentary seats are open, a move that has escalated tensions and generated heated political debate.
Speaker Bagbin’s announcement on October 17 had an impact on the seats of Andrew Amoako Asiamah, an independent MP from Fomena who recently joined the NPP, Peter Kwakye-Ackah (NDC, Amenfi Central), Cynthia Mamle Morrison (NPP, Agona West), and Kwadjo Asante (NPP, Suhum).
Following allegations that these MPs had violated constitutional provisions, the Speaker ordered them to resign from their seats, which led to Bagbin’s decision.
Following the announcement, Dr. Draman expressed worries in an interview regarding the timing of the major verdict, particularly in light of the nation’s impending elections.
He asked whether, considering the possible ramifications for the political climate and legislative operations, now was the appropriate time for such a decision.
Even though the law permits the announcement of vacant seats, Dr. Draman highlighted that such a decision should be made with great caution and careful consideration, given the significant ramifications for Parliament’s operation and the country’s democratic procedures.

“So let the court come and let’s hear from the court. But I have also heard them say they are going to boycott Parliament but I don’t think that might be in the interest of this country, especially at a time when we are preparing for elections.
“I will appeal for cool heads for the Supreme Court to make pronouncements, and then everybody should then ensure that whatever the criminality from the court is, it is what we all will live by, and I think it will improve our democracy.”
