National Service sets up committee to design new digital platform to tackle ghost names

The National Service Authority (NSA) has inaugurated a nine-member Transition and Implementation Steering Committee to design and deploy a new digital platform after an audit found the existing system unsatisfactory.

The committee was formed to direct and oversee the Authority’s digital transformation effort, according to the NSA’s Governing Board.

The Board Chairman, Mr. Emmanuel Okai Mintah, signed a statement announcing this. The action comes after the Office of the President wrote to the Minister of Youth Development and Empowerment on June 17, 2025.

The letter demanded that the current deployment system be suspended, that its operations be audited, and that a new digital platform be designed and implemented.

According to the statement, the audit has since been completed and found the existing platform to be below standard.

The Minister has therefore written to the Board to initiate legal steps to ensure the contract for the old system, which expired in August 2025, is not renewed.

According to the announcement, Dr. Wisdom Atiwoto, Director of Research, Statistics, and Information Management at the Ministry of Health and NSA Board Member, chairs the committee.

The committee has been charged with managing the phased transition from the legacy system, directing the design and implementation of a new digital platform, and supervising its implementation across all of the Authority’s core functions, including payroll, allowances, postings, personnel enrolment, and scheme administration.

The Board believes the new platform will facilitate a smooth transition from the current National Service Scheme system to one that improves efficiency, transparency, and service delivery, according to the statement.

The NSA Board will provide the committee its authority, and it will function in accordance with the Minister of Youth Development and Empowerment’s instructions.

This will enable it to give directives to NSA divisions and work with outside partners to fulfill its mission. The public was reassured by the Authority that service delivery would not be impacted by the shift.

It stated that the National Service Act, Act 1119 (2024), which outlines requirements to national service personnel, will not be disrupted.
